QoS/Priority Queues for Mikrotik RouterOS?

Hello everyone. I'm new to the Mikrotik world and so please bear with me. At a high level:

  • I have a 100Mb/s dedicated fiber line (up and down)
  • I have 3 subnets of users who are sharing the line
  • Running on a Mikrotik rb1100

Ideally, I'd like to have two different levels of priority queues:

  1. By subnet (administrative, co-working space, and general users)
  2. By traffic type (web, video conferencing, video streaming)

With priority given first to the subnet and then given to the traffic type. So if an administrative user needs more bandwidth (regardless of traffic type) it will get priority. And if the line isn't utilized any user could get 100% of the traffic.

It seems like most of the examples I've seen are for rate limiting and slicing up the bandwidth, which seems like kind of a crappy experience if the line is underutilized. Does anyone have a similar setup and can advise me how to do this? Or at least point me in the right direction?
