Trying to understand server-side vs client-side when it comes to the future of gaming

Will it be possible in the future to create a central server that could house multiple regions playing simultaneously without a huge latency?

What type of technology is in the works that could potentially create a centralized server that would run the same for anyone regardless of geographical location? Is there a way to deliver a signal faster than we currently use? What determines how fast an input is responded to? What would need to happen to have that be a thing?
