is RRAS broken on Win101809? Cannot Create Incoming VPN Connection

I've posted on this issue several times over at Microsoft TechNet . Their response was to refer me to MS Support who then told me I could either pay for a potential tech support solution that may or may not work or that I should contact my ISP for a MS windows 1809 problem. RRAS refuses to start and stay started when I try to make an Incoming Connection so my win10pro PC can act as a VPN server using the built-in VPN server. My goal was to use another win10 home 1809 laptop to connect to this home pc with the built-in vpn client. Then I was going to use RDP to control the home pc from the laptop pc. Pretty straightforward stuff. It's done all the time by people.
