Inter VlAN slowness troubleshooting - Help?

I know this question has been asked numerous times. I'm having trouble and looking for troubleshooting tips.

Setup

Router/FW PFsense 192.168.10.1 - DHCP Server

VLAN setup VLANs: 11,12,13,14,15,16

VLANs setup on multiple switches

VLANs duplex set to 1000BaseT full-duplex

​

Core switch Unifi 24-US

Second switch HP Procurve "Older model"

Third Netgear GSS108E

​

File transfers, and even speed tests between VLANs is sub 20/30Mbps speeds

All ports are 1Gb capable.
