10G on a shoestringbudget - software or hardware router?

We are planning to connect several dormitories via a university network to a private 10G uplink. Which router do you recommend on a shoestringbudget? Is a software router on standard server hardware capable of running multiple 1G l2tp tunnels line speed? Are there hardware routers with at least 2 SFP+ ports and sufficient throughput that are affordable apart from Mikrotik CCR1036-8G-2S+? The budget is within bounds. Students watching Netflix are not as important as teaching or research. Otherwise I'd just get a Juniper MX80.
