Should a switch’s automatic loop detection ever take 45 seconds?

I’m in a fairly large network, probably around 150 devices on at any time.

After a new loop checking protocol was added to my switches, a new device will take 45 seconds before even getting to DHCP request.

Is this a normal amount of time?
