Should I buy another modem or a switch, or increasing bandwidth?

Hi brothers
My family run a small hotel and I am in charge of setting up the wifi network.
There is a modem, then I connect several routers to it, then other several routers connected to these routers using cable. 11 routers in total

The bandwidth is about 200 Mbps.

Recently the wifi seem to be unstable. The technician from the ISP told me that because of the modem is a cheap one ( got it from ISP), it cannot handle so much devices, and suggest buying a Vigor switch so that it can handle the traffic.

For as long as I know, I think Switch exist just to add more ports and splitting bandwidth to other devices. Can a switch really help the network run more stable? Or should I upgrade the modem and the bandwidth instead?
