ISP issue or my issue?

I am wracking my head over an issue that's almost a year old now. I have a device behind a VPLS circuit provided by ISP. For whatever reason, I can ping and SSH to the device, but I cannot HTTP to it. I do captures and there only seems to be a dropped packet somewhere.

I take same device, and place it on the network before it goes through the VPLS circuit, and I can access it fine.

We are doing q-in-q for this.

All signs point to an issue with the ISP, but it's been a year now, and the only thing they've done is made it worse when they moved from a Sumitomo over to Juniper. That broke multiple things and slowly they've been worked out. But this is the last issue.

Any ideas?
