Our office is getting new phones from our ISP, and I've had to come up with what seems like a ridiculous method to get VLANing to work properly. I was wondering if you wouldn't mind me running it by you guys to see where I could improve it? I believe the problem lies with some of the hardware the ISP installed, but I'm not versed enough to know.
Computers are plugged into the phones, and the phones are set to tag their traffic as 269. That goes to my PoE switch, which has VLAN 1 set as untagged on all ports, and VLAN 269 set as tagged on all ports.
This switch is plugged into our firewall (Cisco Meraki), where the same VLANs exist. I set a port on the firewall to send 269 traffic out to the ISP's switch, IP Separator, and modem, with everything else going out the WAN port on the firewall.
Here's everything I've tried to streamline this setup:

Run a DHCP Server on the Phone VLAN on the Firewall and...
- plug the phone system's modem into the second WAN connection on the firewall (Bypass the ISP's switch and the IP Separator).
- plug the phone system's modem directly into the ISP's switch, and the ISP's switch into my firewall (Bypass the IP Separator).

Plug my switch directly into the IP Separator (Bypass my firewall and the ISP's switch).

Plug my switch directly into the ISP's switch (Bypass my firewall).

A whole heck of a lot of playing around with VLAN Settings on my switch and firewall.
The convoluted method that I have it hooked up now is the only way I've been able to get a dial tone on my test phone. Does anyone have any advice on what I could do to improve this system?
