I have an unholy need to connect ~3500 locations to a routed MPLS. Any suggestions?

As it stands right now, I have a need to connect approximately 3500 locations to an MPLS. The locations must be accessible via routing, not NAT as the archaic tech on-site simply doesn't support it (I know, right?).

The only idea that comes to mind for me me is doing it stupidly and simply. Reserve a /20 scope for MPLS addressing, and 3500x /28 scopes for local addressing, then put a 4G router with a P-APN SIM-card in each location.

What I'm looking for is the obvious alternative solutions that I've overlooked or am unaware of, and I'm hoping someone can toss me a keyword or two to investigate. Thanks!
