Thank you for everyone's help. I just could not make it work even after everyone's recommendations. I started to question everything I knew or thought I knew. I was beating my head against the wall for so long I put in a call to Cisco TAC. An hour later the tunnel was up and running. All I had to do was reboot my ASA.

VTI tunnel would not initialize due to Cisco bug: CSCvf40179

I was not getting this exact error, but he said it's just another form of it.

I am running 9.10(1) where it's supposedly fixed, but apparently I still needed to perform a second reboot.

I'm glad I didn't give up even though I felt stupid as hell the whole time.
