Why doesn't Google/Cloudflare/Amazon/MSFT just buy a Tier 1 network and stop paying bandwidth costs?

The Tier 1 networks don't pay for bandwidth since it's all SFI. So why doesn't Google/Amazon/Netflix or a CDN just buy them to have free bandwidth? Then their charges to customers for bandwidth is pure profit.
