Can someone explain me why a layer 3 switch is used on each scenario?

Hi, i'm exploring this new world to me about Mikrotik devices and i found the Cloud Router Switch, a layer 3 switch with some router capabilities but no WAN. So i was watching photos that i took from places with decent raks using some CRS and reading about other setups on the web and i can't figure the real purpose for it on each scenario.

  • The college where i study has 3 laboratories with 10 PC's each and an AP for wifi clients, the rak has the ISP modem, RB2011UiAS-RM and CRS125-24G-1S-RM.
  • A small med care center has an ISP modem, RB951Ui-2HnD and a CRS (i couldn't see the model)
  • And i readed other scenario where the setup is just the ISP modem connected directly to the CRS, is this possible?

Sorry if it's a dumb question, everything was ok with RoutersBoards, but Cloud Router Switch is a little bit tricky for me, thanks.
