Any tool that calculates hop counts as nodes come up or down? Similar to like a trace route

I was wondering if there was a software tool I could run on my network that could calculate hop counts from a src to a dst. I would then bring down/up nodes and see what path the routing took. I’ll have a dynamic routing protocol in place. The main driver is that I’ll use that tool to place strategic nodes in certain locations across a WAN since I have a limited amount of devices.
