Short version - butthole subcontractor on the project used the provided pull tape in the buried 2" conduit to haul his fiber along a ~600' run (3 buried vaults) and couldn't be bothered to drag a replacement tape along with the new fiber. This was several years ago so no use tracking him down and kicking him in the nuts.
Now I need another fiber bundle run through the same buried conduit (it's 100% owned and on our property) but the carrier won't do it unless there's pull tape.
I know nearly nothing about fiber physical plant. Please advise the following:

Can one use the regular "shopvac/compressor+pullstring+ plastic bag" method when there's already a 6- or 12-pair bundle inside the conduit? And then use the pullstring to pull in a length of tape? Or does it get tangled up....

Is there a better method?

Is this too difficult for general handyman type skill level (NOT fiber/cabling techs) that do our facilities work?

Will a cabling contractor even be interested in a job as dumb as running pull tapes?
