Weirdness with internet on island.

I live on an island, about 36 sq miles 60k population. The internet went out island wide this morning, but its working for my xbox. How can this be? Doesn't work for my phone, doesn't work for my computer. Whats even moooore odd, I was playing Eve online and it was working fine. I tabbed out to google something and it was taking a while to load so i tabbed back in and continued playing eve for an hour. During this hour I tab back out a few times to see if the google search had loaded and it wasnt working. My phone also wasn't working. I restart my computer and see that I cant get on the internet, and cant log in to eve anymore. I go ask my brother who lives above me if his is working and hes sitting there watching netflix. I figure itll start to buffer. We leave the house, go get some grub, come back and im like oh fuck internet is still out, but he just sits down and loads up netflix while our computers are still not working. I go on a community facebook page and it turns out everyone on Viya (the ISP) is having problems with either no internet, or super slow internet..
