How would I go about creating an IP Addressing scheme

Disclaimer, I'm not asking people to do my homework for me as I'm not sure if it's against this subreddit's rules.

I'm having trouble subnetting a Class A IP address to find out the firsthost, lasthost, broadcast address and subnetmask etc. The network address is 10.28.0.0 /16

For class B and C addresses, I can create an IP addressing scheme easily, I just can't get my head around the class A address.

My actual task for clarfication is as followed;

You are required to design an IP addressing scheme to satisfy the IP addressing requirements, which will involve subnetting your base network address. Please note that you must make the most efficient use of your given base network address, additional addresses to allow for future expansion are NOT required. You should document your network, showing the network address, first host, last host, broadcast address and subnet mask for each subnet.
