ARP issue. Help me understand

Hi. I'm wondering if you could help me understand. I'm a simple IT tech but in our company right now we are having a huge issue with near every machine ARPing asking who has 169.254.169.254 tell.... I'm watching wireshark and all the machines are going it as far as I can see. From what I understand if machines don't see out to a certain address they'll default to this 169.254.169.254 as a default in dhcp? We can't understand why this is doing such a thing and its causing some hair headaches. If you can help me understand what this is maybe I can help our team? Thanks in advance
