Stepping down from qsfp+ to sfp (or sfp+)--Cisco Catalyst 9K

We just received some Cisco Catalyst 9500-12Q which are fixed chassis core/dist switches with 12x QSFP+ ports. The primary use will be for a 40Gb P/PE nodes in our MPLS wan where we hand off 1Gb copper to the client networks. To achieve this we planned to use CVR-4SFP10G-QSFP which, according to the compatibility matrix, is supported. However it seems like 1Gb over multimode and singlemode optics seems to be the only working solution.

We've tried the following combinations to no avail:
9500(w/CVR)GLC-T > 3560-Native GigE port
9500(w/CVR)GLC-T > 3560-GLC-T

One thing to note, on the client side 3560 linkstate for the interfaces both sfp and native are both up. But they are still down on the 9500 side.

Has anyone had any experience or luck with this?
