IP blocked from traversing Level3 network

Apparently my IP is not allow to traverse Level3's network. I found this when I couldn't log into Hulu anymore. I feel this belongs here because it's not a problem with my home network, or my ISP. Here are some traceroutes from my home and from a VPS. How would I even go about resolving this? There's probably one nerd at Level3 who knows why this happend, and how to fix it. But how do I get a hold of them?
