FCC 477 Subscriber Data Form: What do they mean by "connections/consumer connections"?

They seem to be asking for how many connections there are per user but are super vague in what that exactly is suppose to mean. "Number of connections in this census tract for this combination of technology code, upstream bandwidth and downstream bandwidth"

I would first think how many physical connections there are to a user, but examples give anywhere form 1-300. I would next assume bandwidth, but that's defined in a different column. It says a combination of tech code, upload, and download but the example gives a connection of 322 when the tech code is 40, download is 6, and upload is 1.5.

Could anyone who has successfully submitted a Subscription Data 477 form shed some light on what they want?
