When calculating end-to-end delays, where does the *2 seconds come from in this question?

Why do we * 2?

And with transmission delay/bandwidth in end-to-end time, where does it occur? Say, A ----- Router ----- B. Does it occur once or twice at the router? Or also at the hosts?
