Question as to how to share my PC wireless connection with my phone wirelessly

Hi all. So here is the skinny...I lost my job of 10 years in January. I have had my internet and phone service cut off. I am able to use a neighbor's wifi guest account but only have a PC which can access it regularly (as I am unaware how to change my mac address on my phone like I have been doing on my PC). I desperately need internet to find a job and would like to be able to use my phone and not be reverse tethered to my pc via usb.

Is there a way to access my local wifi network via my phone which in turn would share my PCs wireless access of my neighbor's wifi?
