How is rogue AP containment supposed to function on most WIPS solutions when 802.11ax drops, and 802.11w becomes mandatory?

Most containment functionality I'm aware of is dependent upon being able to spoof deauth frames, which will become impossible when 802.11w is mandatory.

Does anyone know of any reasonable alternatives to this method to shut down rogue APs?

(edit) d'oh, I'm stupid; it's WPA3 that's making this mandatory, not 802.11ax, but my question still stands!
