Dual ISPs? (UK if it makes a difference)

Hi.

I've asked this question independently to both a WAN implementation engineer and a WAN pre sales consultant and have both times failed to get the answer I was expecting...

At high level, the question is, how would you go about getting a 100% reliable internet connection both inbound and outbound so that you are not reliant on any single ISP fault taking down your network connectivity. What would the complete solution look like?

The answer I keep on getting is "you can't". The best you can do is go to a ISP and ask for a internet connection with 2 different fibre carriers that take diverse routes in the street and terminate into 2 different POPs on the ISP network.

I then ask the question, if I had a /24 provider independent IP address space then the ISP will advertise this into the global BGP tables and get my diverse ISP connectivity. I get a OK, you could do that, but you don't and RIPE will not provide that. I ask is there a market place for businesses to purchase address space and apparently there isn't?

Is this the case? Are all the design guides for implementing reliable internet connectivity unachievable unless you are the size of Amazon? I wouldn't exactly say we are small but our WAN connectivity requirements are increasing, hence the question!
