Cyberoam Alternative - IPSec Modem/ Router?

Hi,

Background: Australia, NBN (VDSL), Poor connections & VPN dropouts.

Approximately 100 locations with the majority using Cyberoams (CR25wi) for IPSec to allow printing over a VPN. The firewall and other security features which are currently under utilized at these sites and largely overkill. One big advantage is these sites are provided with a wireless fail-over (This doesn't have a static IP so printing won't work, however they can still operate).

Some sites are only using port forwarding via the ISP provided, Telstra Gateway Pro, which is less than ideal, due to being unable to bridge their modem and connect to the Cyberoam. The internet service they use includes both VOIP & data. We have recommend the sites get 2 lines, 1 for VOIP and a 2nd for data, obviously the downside is cost.

I've looked into Meraki MX64, they cause the same issues of the cyberoams of not being able to bridge the modem. They are also prohibitively expensive.

The average site has 3 - 4 PCs and less than 25Mbps connection, the VPN is used for printing only.

Is there such a device that will allow a VPN, Fail Over, VOIP & Data services and not break the bank? Does such a unicorn exist?
