Can ping some addresses on separate vlan but not others.

I have a network that has multiple vlans. each vlan uses a /24 network where the 3rd octet represents the vlan number. example 172.18.11.0 is on vlan 11 and 172.18.3.0 is on vlan 3. im having an issue where a server cannot communicate to 1 device on a network but can communicate to a different device on the same network. the server 10.160.193.2 can ping 172.18.11.34 but cannot ping 172.18.11.16. the client 172.18.11.34 also can ping 172.18.11.16 and 10.160.193.2. both 172.18.11.34 and 172.18.11.16 are on the same switch and same vlan.
