Minimizing Address Spaces

Are there any tools that can reduce network spaces to the most efficient usage? For example, 192.168.0.1/32 + 192.168.0.0/32 = 192.168.0.0/31

I’m working with these requests that come in and sometimes i get requests each to add 16 different /32 addresses instead of one /28. It would greatly decrease the amount of work i gotta do to just combine them together with some tool. Not to mention optimize the network by adding less policies and redundancies for the firewall to check.
