Determining which bandwidth percentage should be set on a switchport for broadcast limit?

My friend who is a sysadmin at a factory, wants to implement broadcast limits on the HP gigabit switches connected to office phones and PCs. To determine the right level, would you need to traffic analysis with Wireshark at a busy time of the day or are there any other methods of doing so?
