VXLAN Questions: should a leaf switch learn have mac-ip routes if there is no vrfs and no ips assigned to vlan interfaces?

Here is my configuration, high level description: -4 leafs connected to 2 spines no VPC
-VXLAN enabled, BGP is used for ingress replication
-2 vlans defined on all leafs
-1 NVE interface, all vni connected to this
-no VRFs, just the default VRF

The VXLAN L2 seems to be OK, I can see the VTEP interfaces peering with each other and MAC addresses are learned on each leaf from the other leafs type[2] records are there The only type[3] records that I have in this config are the VTEP addresses of the other leafs

I have hosts connected to each leaf, all in the same vlan for now. They can ping each other without any problems.

The thing that I don't understand is why I can't see Type[3] records in VXLAN even after the ARP is done and the ping starts working (ping from a host connected to one leaf to a host connected to another leaf)
