Squid and Cisco WCCP not working

Over the last couple of days i have been trying to get WCCP on our ASA and a virtualised cisco image in GNS3 to talk with squid, but it has not been successful. I have used this guide and this for the configuration.

I'm running Ubuntu 16.04, and i have compiled squid 3.5.24 using this guide. When issuing the command debug wccp events i can see that the ASA correctly registers with squid. And when using the command debug ip wccp packet redirect on the virtualised cisco image in GNS3, i can see that the cisco router correctly passes the traffic to squid. I have tried both the GRE and the L2 method, and i can't seem to get it to work.

I'm thinking that the issue is with squid, but i'm not sure where to go from here. squid conf

sh wccp sum:

WCCP version 2 enabled, 2 services Service Clients Routers Assign Redirect Bypass ------- ------- ------- ------ -------- ------ IPv4 Default routing table (Router Id: 192.168.1.1): web-cache 1 1 MASK L2 L2 70 1 1 MASK L2 L2
