Enterprise Connectivity by City

I have been asked to provide a WAN assessment for 22 cities worldwide. I have been given very little briefing other than to rank the cities and then include the scoring criteria. The company will be opening a number of new offices in locations where work can be completed at a lower cost and want to take into account connectivity pricing and performance when they work out the correct locations.

In the past with other companies I have gone to the larger providers and asked them to quote to supply all the connectivity. This makes things simple but doesnt provide me with information about the connectivity within a country.

In general we will be looking at providing internet only connectivity not MPLS and then routing using DMVPN or Auto Discovery VPN over IPSEC VPNs. The factors I am currently considering include - number of tier 1 providers, known issues with connectivity (such as China) and pricing factors.

Are there any glaring omissions that I should include? Has anyone else completed a similar project and can provide advice? Obviously I am not asking someone to complete the work for me just looking for general guidance.

Alternatively is there a resource I could pay for that would provide the information in a suitable format? I would be interested in learning how the information is gained and hopefully be able to complete the task easier in the future.
