Entreprise Internet Issues

Hello,

I am trying to convince my supervisors of the Internet problems we have with the thieves of our ISP !

What I am looking for is, what are the best ways and tools to prove that the problem is in the ISP's end ! In fact, this f**cking ISP provided us with an ADSL of 20 mbps, but upon monitoring, it barely goes up 7 mbps, and it is disconnecting intermittently, it's never stable ! I've checked the DSL line in the modem and it's fine, I even can ping our distant servers in the other headquarter (about 20 Km far) when it's down, but no International connectivity (you know, Google, facebook ...).

I've taken screenshots of our Internet RRD graphs (from PfSense), also screenshots of pings to distant servers (like 8.8.8.8) along with our distant servers in the other headquarter in the same time, but I feel like there is much professional way to accomplish this !
