Default route-advertisements from transit providers

I am curious on how the transit-providers like Level3, NTT generate a default route and what conditions (apart from session or interface down) will trigger a withdrawal of the default route.

I'd like to specifically understand the part where they stop advertising the default route to a particular customer.
