Q-in-Q networking with per VLAN traffic shaping

For a new project we are going to setup an infrastructure and I'm looking for some more insight and recommendations for hardware to use.

The infrastructure will look like this:

Multiple (~1000) customers (CPE), at a small number of (~50) remote locations (NTU), connecting to our datacenter. From our datacenter we will connect the customer to a provider of choice.

CPE > NTU > Datacenter < Provider 

Between CPE and NTU we will have full control over the network and we can use VLAN tagging to give the customer multiple VLAN's. But between NTU and datacenter we basically have a leased VLAN. So in order to connect multiple customers through a single NTU we are going to use VLAN encapsulation.

Now we are looking to offer traffic shaping for each customer for speeds like 50, 150, 250 or 500 Mbps. Our main concern is the switch used in the datacenter. Here we will have one single physical interface with several Q-in-Q VLAN's and we need to perform traffic shaping on each of these encapsulated VLAN's.

We are most comfortable with Huawei, Cisco and Brocade or anything with the same flavour. We are looking for a 24 port stackable switch so we can scale up as we grow. Any recommendations for specific hardware is very welcome and will be much appreciated! But also any other recommendations or feedback. Thanks!
