FortiOS does not support backing up its config via FTP/TFTP/etc to an external IP or any other network that is not directly connected to the fortigate. this includes other private networks that might be connected to said fortigate via a VPN tunnel, it won't work, unless im sorely mistaken. I really wish this was more clear on official fortinet documentation. Spent almost two weeks on trying to make it work troubleshooting to death for each possible suspect (ftp server, fortigate policies, routing, etc, etc). Good luck.
