What is the best method to test 30 to 40 DOCSIS 3.0 Cable modems

I am looking at possible getting about 30 to 40 DOCSIS 3.0 Cable modems from an auction and need a way to test them. Is there a way around setting them up thru the cable company? Looking for options.
