Provide Public IP for Health clinic opening on campus

Hello,

I work IT for a smallish business and we will be opening up a on campus health clinic through a 3rd party provider.

We have a spare public IP not being utilized and we would like to utilize this spare public IP on the firewall that the 3rd party provider will be bringing on campus.

The IDF in the clinic building has a fiber connection running back to our MDF. I would like to allow the 3rd party company access to that public IP using that fiber connection running to the clinic IDF. We will then use a fiber converter to convert to ethernet for their firewall.

My question is - How can I implement QOS or traffic shaping on this public IP using meraki equipment? I have tried to create rule to limit the speed for that specific Public IP but it appears to not work.
