Medium office | must be managed locally | looking for Cisco FW/VPN/Router/GW solution

I asked this in the cisco channel but replies suggested this channel so:

I have a satellite office I need to drop 30 workstations in.This office has a requirement of all network appliances must be managed locally (no "cloud / web" management).This rules out the Meraki equipment.

This office will need a firewall, gateway, router, switch and will VPN into various customer environments.

Looking at the 4431 possibly...

After four months of meetings laying out the security requirements the CIS team ordered Meraki equipment.

We immediately discovered this wont meet the requirements so now are in a rush to get the gear ordered as office opens in July.
