I have an AP configured in flexconnect mode. Its primary controller is 172.22.3.251, secondary controller is 172.22.2.251, but upon booting it always connects to its secondary controller, and does not make any attempts to connect to its primary.

It nevers actually tries to join WLC_1. Another weird thing is that if this AP loses connectivity with WLC_2 it does not automatically try and rejoin the controller.
Anyone able to offer advice on this? Im not a wifi expert by any means, but the config seems simple enough?
EDIT:
I removed any mention of 172.22.2.251 from the high availability config section, but open reboot the AP still joins 172.22.2.251. I am definitely missing something simple
