What does "Utilization Mark" refer to in a Cisco Routers DHCP pool stats?

I have a feeling one of my subnets is pegged out from too many clients and/or my router's DHCP index is a bit off (the next IP in the index is already being used.)

my stats look like this:

Utilization mark (high/low) : 100 / 0

Subnet size (first/next) : 0 / 0

Total addresses : 254

Leased addresses : 76

Pending event : none

1 subnet is currently in the pool :

Current index IP address range Leased addresses

10.1.30.15310.1.30.1- 10.1.30.25476

I am specifically curious about the bolded line, is this telling me the pool is capped?
