Tool to disable switch ports with zero counters

We manage circa 40 switches in a shared environment with a lot of moves adds and changes. It's getting increasingly hard to find spare ports. We reset the counters intermittently in order to find ports with zero usage over a month. Do any of you know of a way to automate the following?

1. Audit all the port counters on all the switches once a month.
2. Disable all ports with zero usage.
3. Reset all switch port counters.
