Looking for help with issue setting up site-to-site IPSec vpn

Currently I have 3 sites that im trying to connect using the IPSec VPN built into the Cisco SMB routers we have.     Currently Site A is connected to site B and site B is connected to site C but I can not get site A to connected with site C. All sites have a static IP. All 3 sites have there VPNs configured the same. All router firmware is up to date.

Cisco RV130W 

   

Looking for things to check.
