Verifying QoS across the network

Is there a tool that is able to do this?

We have a number of sites that use our telephony system & IP range for voice, but the actual network hardware and WAN links are managed by another organisation.

The telephony works fine for the most part, but during times of high congestion the VOIP shits the bed. To me this screams QoS issues, but the supplier(s) all claim that their QoS is configured correctly.

There's no way I'll get access to their kit to check their config, but is there a tool I can run from our data-centre/CUCM location that will analyse the path / hops to the remote site and check that QoS is being honoured the entire path? To make it that much more difficult I'm unlikely to be able to install an application to a PC at the remote site either. I'm only really going to be able to bounce off the remote phone.
