Green field office cabling - should anything be trenched point to point, or just go with trays and consolidation points?

We have two competing vendors, one swears that we should not put anything under the floor (single floor office with raised ceilings), and one says going point to point from the switch closet to a high density seating area is the way to go.

There's probably about a CAN$15-20k difference in the approaches (trays being more expensive).

Will we regret trying to save 30% on this?

I imagine the answer is "it depends", but hoping for some experienced voices to give me some questions to ask...
