Cisco 2960x says "no password set" when trying to get into enable mode over ssh

If I console in, no password required. But if I SSH, it says "no password set". I get that I could get a password, but I don't want a password. How can I make it so that I do not get asked for a password when using ssh? I do have to enter a password for my login, but I don't want to have to enter one to get into privilege exec mode. I currently have privilege level 15, login local, and transport input all under my vty lines in the running config.
