Is there an order in which wifi networks show up on a device?

Not sure if this is the best subreddit to ask this in. On many devices, the user will see the various wifi networks around them when they access the wifi setting. However among my devices, these networks will almost always be in a different order, despite my devices being in nearly the same place and having the same strength.

Pictures for clarity: this Android phone shows the strongest signals at the top, and the weakest at the bottom, where this, albeit old iPod shows a weak signal between to stronger signals.

Are wifi networks generally organized by the receiving device's OS or is it specific, like the signal strength?
