Voice over VPN: Do you need Traffic Shaping (QoS)?

Have a site to site VPN tunnel, want to route voice traffic over it.

The outer routers for each site are an HA pair of Cisco 5525(X's?) which are indeed multi-core devices that do not have QoS traffic shaping. It can do policing and priority queuing, which I believe is all you need for QoS'ing voice traffic.

The WAN links periodically get hammered with site to site exchange replication and backup replication.

Am I wrong? How vital is traffic shaping to ensuring voice traffic doesn't crap out under load of the WAN interface?
