Barracuda NGFW VFC6 proxy to NGINX?

I'm trying to send all traffic destined for our web servers to the firewall and just have it forward to NGINX. From there NGINX will send it to whatever server it has as a proxy_pass, based on the URL it matched. The problem is, this Azure instance already has a 443 VPN rule "cloud service VPN", just above my NGINX DST rule, which also listens on 443.

Is there any way that I can have the firewall detect 443 and detect the URL requested and send to NGINX, without getting in the way of the "CLOUD-SERVICE-VPN-ACCESS" rule?
